Pet licensing problems: Tax pet food instead - The Seattle Times

I have been raising the issue of noncompliance and government passivity around dog licensing since 1993 [“Pondering pet privacy,” Opinion, Nov. 4]. In Seattle, only 20 percent of dog owners have ever licensed their pets. I have received those letters as well, though I have never owned a dog, cat, miniature goat or potbellied pig.

There is a big hole in the animal-control budget as a result, currently at $1.5 million.

Solution: Scrap the licensing law and put a state surtax on pet food earmarked for animal control. Use the money for free spay and neuter clinics. It could save money in the long run and lower the rate of pet euthanasia.
